Accepted unanimously on 08.12.2017 by Plenary Assembly of the Court of Cassation convened under the patronage of the First President of the Court of Cassation, İsmail Rüştü CİRİT, the training program for law students about the Court of Cassation Judicial Code of Conduct continue and the first group of 125 students received their certificates on 28-29 April 2018 at Hacettepe University, Faculty of Law.

Hacettepe University’s “Professional Deontology in Law” students visited the Court of Cassation within the scope of “The Court of Cassation Judicial Code of Conduct Law Clinic”

Accepted unanimously on 08.12.2017 by Plenary Assembly of the Court of Cassation convened under the patronage of the First President of the Court of Cassation, İsmail Rüştü CİRİT, the Court of Cassation Judicial Code of Conduct and Code of Conduct for Public Prosecutors of the Court of Cassation that was adopted on October 19, 2017 under the patronage of The Chief Public Prosecutor Mehmet AKARCA and “Code of Conduct for Staff of the Court of Cassation”, which was adopted the same day has been included in the course plan of “Professional Deontology in Law” as source texts.

The trainings for the students who will become ethical facilitators within the scope of “The Court of Cassation Judicial Code of Conduct Law Clinic” continue. As a result of the studies, a part of the training program regarding the “ethical facilitator” group of 20 students, planned to train about 200 students, was held in the Court of Cassation. Within the context of the training held in the Court of Cassation on April 8, 2018; the history of the Court of Cassation and its role in Turkish law, the Judicial Code of Conduct, Bangalore Principles on Judicial Conduct and written ethical principles in the Ottoman Empire’s kadi system (muslim judge) and Mecelle (the civil code of the Ottoman Empire in the late 19th and early 20th centuries) were also provided. “Ethical facilitators” will train other law students on the Court of Cassation Judicial Code of Conduct for a total of 16 hours for two days as of 28 April 2018. The trainings will be attended and supported by the experted bench members of the Court of Cassation, rapporteur judges, public prosecutors and court staff.

The activities of the “The Court of Cassation Judicial Code of Conduct Law Clinic”, that is planned as a provision of the high courts’ instructive role, are of great importance in terms of Istanbul Declaration on Transparency in the Judicial Process and the draft implementation measures developed on 20 October 2017 at the working group meeting attended by 5 international scholars. In Article 9 of the implementation measures, attention is drawn on to the importance of the support provided by courts to well-structured education programs and to that increasing and consolidating the rule of law and and respect for the duty of judiciary depends on understanding the legal principles and individual rights throughout generations . In this context, it is aimed that the activities of “The Court of Cassation Judicial Code of Conduct Law Clinic” will be a model for cooperation studies with other faculties of law.

First Trainings in the context of “The Court of Cassation Judicial Code of Conduct Law Clinic” launched

Accepted unanimously on 08.12.2017 by Plenary Assembly of The Court of Cassation convened under the patronage of the First President of the Court of Cassation, İsmail Rüştü CİRİT, trainings for law students regarding the Court of Cassation Judicial Code has started. 42 facilitator students who completed “The Court of Cassation Code of Conduct Facilitators” program will train 465 students in the context of” The Court of Cassation Judicial Code of Conduct” for 4 days under the leadership of  Prof. Dr. Güliz Uygur.

First training course by the experted Head of Chambers, Bench Members and Rapporteur Judges

On the occasion of the “The Court of Cassation Judicial Code of Conduct Law Clinic” which was launched at the Faculty of Law of Ankara University on Saturday, March 31, the Head of 4th Criminal Chamber, Dr. İbrahim Şahbaz; Bench Members of the Court of Cassation, Fatma Feyza Şahin, Dudu İrem Toros, Salim Çevik; Deputy Secretary General Dr. Mustafa Saldırım; Rapporteur Judges Adalet Bulguroğlu, Yıldıray Öğüt, Nimet Köseoğlu, Hüseyin Bakay, Fırat Pala, Didem Seda Karaca, Selcan Ünal Göker and Project team consisting of Özlem Karaman, Gözde Hülagü ve Selma Dalkılıç were in charge of the trainings in the morning session. Law students will be trained for a total of 24 hours for 4 days long about the Court of Cassation Code of Conduct.

Public Prosecutors and Court Staff support the trainings

A training regarding the “Code of Conduct for Public Prosecutors of the Court of Cassation” and “Code of Conduct for Staff of the Court of Cassation”, which were adopted on October 19, 2017, will be given in the scope of the “Court of Cassation Judicial Code of Conduct Law Clinic”. These trainings planned to be held on April 8, 2018 will be provided by the public prosecutors and Court of cassation staff who are experted in judicial code of conduct training.

Activities regarding “The Court of Cassation Judicial Code of Conduct Law Clinic” done in the scope of Istanbul Declaration on Transparency in the judicial Process and Istanbul Declaration Implementation Measures

The activities of the “The Court of Cassation Judicial Code of Conduct Law Clinic” are of great importance in terms of Istanbul Declaration on Transparency in the Judicial Process and the draft implementation measures developed on 20 October 2017 at the working group meeting attended by 5 international scholars. In Article 9 of the implementation measures, attention is drawn on to the importance of the support provided by courts to well-structured education programs and to that increasing and consolidating the rule of law and respect for the duty of judiciary depends on understanding the legal principles and individual rights throughout generations. In this context, it is aimed that the activities of “The Court of Cassation Judicial Code of Conduct Law Clinic” will be a model for cooperation studies with other faculties of law.

The results of “The Court of Cassation Judicial Code of Conduct Law Clinic”, as an example of the implementation of Article 9 of the Istanbul Declaration, is planned to be introduced to the high court presidents representing different legal systems from 5 continents in the summit that will be held in Istanbul on October 10-13, 2018, hosted by the Court of Cassation.

The works of “The Court of Cassation Judicial Code of Conduct Law Clinic” be shared by the invitee Court of Cassation at the United Nations Office on Drugs and Crime (UNODC) Global Judicial Integrity Network meeting that is to be held on April 9-10, 2018 in Vienna

In 2015, at the 13th Congress on Crime Prevention and Criminal Justice launched the project on judicial integrity in Doha. One of the main features of the Project rests with the establishing “Global Judicial Integrity Network” which will support the Bangalore Principles of Judicial Code of Conduct and the implementation of Article 11 of UN Convention Against Corruption which Türkiye has become a party. Once the Global Judicial Integrity Network is launched, it will link various judicial Networks, judiciary associations and Judiciary Integrity Group operating at national, regional and international levels. In this context, the activities of “the Court of Cassation Judicial Code of Conduct Law Clinic” are a representative sample for the world in terms of enhancing integrity and transparency in the judiciary.

Accepted unanimously on 08.12.2017 by Plenary Assembly of The Court of Cassation convened under the patronage of the First President of the Court of Cassation, İsmail Rüştü CİRİT, lessons for law students regarding the the Court of Cassation Judicial Code has started. As a result of the studies carried out under the leadership of Dr. Gülriz UYGUR in the name of “The Court of Cassation Judicial Code of Conduct Law Clinic”, a part of training program for the group of 40 “facilitator students” who will train approximately 465 students was held in the Court of Cassation. Within the scope of the training held in the Court of Cassation on 5 March 2018, the history of the Court of Cassation, its role in Turkish law and the judicial code of conduct were provided in accordance with the planned training content. As of 31 March 2018, “Facilitator students” will train other law students about the Court of Cassation Judicial Code of Conduct in 13 separate classes for a total of 24 hours for tree days. The trainings will be attended and supported by the bench members of the Court of Cassation, rapporteur Judges who are experts in judicial code of conduct trainings.

The activities of the “The Court of Cassation Judicial Code of Conduct Law Clinic” are of great importance in terms of Istanbul Declaration on Transparency in the Judicial Process and the draft implementation measures developed on 20 October 2017 at the working group meeting attended by 5 international scholars.
