Supreme Court
Supreme Court is the last instance for reviewing decisions given by courts of justice and which are not referred by civil to other judicial authority.
Supreme Court consists of First Presidency, units, chief public prosecutor's office  and administrative units.

First Presidency

First Presidency consists of First President, First Deputy Presidents and General Secretary.

Public Prosecutor Office

Prosecutor Office consists of Chief  Public Prosecutor, Deputy of Chief  Public Prosecutor and enough Prosecutors.

Decision Organs of Supreme Court

1.Chambers

There are 21 civil and 11 criminal chambers, in which there are one chamber president and enough members in each, in the Supreme Court. Chambers hold meetings with the chamber president and 4 members. They discuss the work and give decision with a consensus. Sessions are held secretly.


2.Civil General Council

Civil General Council consists of civil chamber's presidents and members.
a) It examines and decides on the persisting decisions which were given by the civil courts after civil chamber’s cassation decisions. These decisions are certain and have a binding force on the courts.
b) If there is a disagreement interpretation among the civil chambers or one of the civil chambers wants to change its mind, has given different decisions on similar occasions, reaches a decision by combining the interpretations.


3. Criminal General Council

Criminal General Council consists of criminal chambers' presidents and its members.
a) It examines and decides on the persisting decisions which were given by the criminal chambers after criminal chamber’s cassation decisions. These decisions are certain and have a binding force on the courts.
b) If there is a disagreement interpretation among the criminal chambers or one of the criminal chambers wants to change its mind, has given different decisions on similar occasions, reaches a decision by combining the interpretations.

4. Big General Council

Supreme Court Big General Council consists of first President, first president Representatives, chamber presidents, members, Chief Public Prosecutor and Chief Public Prosecutor Representative.
It removes opposite decisions given in the similar situations by the Civil General Council or Criminal General Council.
It removes the disagreement interpretation and decides on an agreement between Civil General Council and Criminal Council or General Councils and chambers.
The meeting is held when all chambers of Supreme Court attend  or quorate is reached.

5. Councils of Presidents

1. Councils of Presidents, which consists of first President, first President Representatives and Chamber Presidents, decide on disagreement interpretation about work sharing between Civil and Criminal Chambers. It gives special tasks and works in the condition when there is overloaded work, legal or actual unavailability.
2. The Civil Chambers Presidents Council, which consists of First President, selected civil chambers' first presidents' representative and civil chamber presidents, removes the work and work share disagreement and decides on them.
3. The Criminal Chambers Presidents Council, which consists of first President, selected Criminal chambers' first presidents' representative and criminal chamber presidents, removes the work and work share disagreement and decides on them.


6. First Presidency Council

First Presidency Council consists of 8 first members, 4 of which are chamber president, and the other 4 are Supreme Court members, and 4 secondary members, two of which are chamber president and the other 2 Supreme Court members. The council is held under the presidency of First President of Supreme Court.
1. It describes and informs the position of the new coming members considering the work and the needs of the chambers.
2. In compulsion, it changes the chamber of the president and members.
3. It defines the chambers and, if necessary, changes the places, where Supreme Court reporter judges will work, the councils and the tasks they will do.

7. High Discipline Council

High Discipline Council consists of First President, the senior of the first president representatives, Chief Public Prosecutor, six civil and three Criminal Chamber presidents and five members whose presidents do not join.

8. Management Council

The council of management consists of First President, Chief Public Prosecutor, general secretary and one chamber president, three members who are chosen for two years.
It runs the Supreme Court personnel's appointment, transfer, promotion, discipline and other personal things and decides on these and takes the cautions and makes the regulations.

General principles

It holds the meeting when Supreme Court Chambers and all the participants who vote the councils or when the quantity of the necessities are ready, which are defined in the rule.
Discussions are held secretly. Decisions are given majority in chambers and councils. Private principles are reserved.

Administrative Units and Bureaus
Publishing Council and Tasks:

Publishing Council consists of 4 members who are chosen from the Supreme Court members by the First Presidency Council and Classification Council President. It gives decisions about publishing matters.
The Publishing Council President has the rights to observe, investigate and control on the publishing works directorate.

Classification Council and its Tasks

The First President Representatives and chamber presidents are given work to provide the delivery to the Publishing Works Directorate of the two examples of the similar decisions which were given by general councils and chambers. It is compulsory to publish the sent decisions and its summaries exactly as they are.

Health Directorate

Supreme Court Health services are held by Health Directorate.

Education and Social Works Directorate

Supreme Court personnel's pre-profession and in service training and the administration of the new establishments  run by the presidency of Education and Social Works Directorate which is administrated by a manager and enough deputy managers, officers and other staff.
